Township Development Plan
Glenrowan, Oxley and Milawa

Council at its Ordinary Meeting, 21 April 2015 adopted the Glenrowan, Oxley and Milawa Township Development Plans.  Minor changes were made to the documents presented to Council at this meeting to address matters raised during the consultation process.  The final documents (report and plans) are found at the bottom of this page.

Update on the Township Development Plans

We are now in Years 2-3 of the Glenrowan, Oxley and Milawa Township Development Plans.  Over the last 12 months Council Officers have commenced the implementation of these plans.  A large task critical to the successful implementation is translating the vision, objectives and the immediate, ongoing and short-term actions into material that can be inserted into the Wangaratta Planning Scheme.  Proposed changes will be implemented via three separate Planning Scheme Amendments. It is anticipated that amendments to implement the Glenrowan, Oxley and Milawa Township Development Plans will commence in mid 2016.

The key steps in the amendment process are shown in the chart below.  Each amendment will follow this process.

 

Changes to the Wangaratta Planning Scheme will guide decision-making when a planning permit is triggered for subdivision, use or development.  This is a rigorous process and follows steps set out by the Planning and Environment Act 1987.  The process is rigorous as a Planning Scheme Amendment can have significant impacts on the wider community; can change the way land is used and developed or can change the basis for decision-making.  There are timelines for the different steps in a Planning Scheme Amendment, however it is not unusual for an amendment to take 12 months to go through the process once an amendment is authorised.

How will I know when these amendments commence?

The amendment commences when it is authorised, however key stakeholders and the community will be asked for input during the exhibition stage.  During the exhibition, Council will directly notify affected land owners and, in addition, notices will be placed in the local paper and the Victorian Government Gazette.

This amendment has been split into 2 parts.

C66 (Part 1) deals with the majority of the exhibited changes, with the exception of a site specific suggestion.

C66 (Part 2) deals with a site specific change, which is different to what was exhibited in Amendment C66.

Step 4: Adoption

Council adopted (C66 Part 1), in November 2016 with minor changes.

Step 5: Approval

Amendment C66 (Part 1) has been submitted to the Minister for Planning for approval.

Step 2: Exhibition - Council's Consideration

Following the conclusionof the exhibition process Council will consider submissions at an upcoming Council Meeting.

Following the exhibition of the amendment Council needs to consider the submissions and decide onthe next step inthe amendment process.  (These steps could be:  proceeed to a panel or adopt the amendment  or abandon the amendment, depending  on the content of the submissions.)

Step 3: Panel Hearing

The Panel Report is now available (see the link under Further Information at the bottom of this page).
Council needs to consider the Panel Report and decide on the next steps in the amendment process.

Following the conclusion of the exhibition process Council will consider submissions at an upcoming Council Meeting.

The amendment process was staggered to give community members time to prepare submissions for each township and Council adequate time to consider matters raised in any submissions to the amendments.

Wangaratta Planning Scheme Amendment C66 (Part 2) - Glenrowan Township

Step 2 - Exhibition

The amendment documents can be found on the Planning Scheme Online website hosted by the Department of Environment, Land, Water and Planning by following the link below -

The amendment documents will be available from 2 February 2017 (the commencement date of the exhibition).

Drop-In Information Session

Council is carrying out a Drop-In Information Session, where you are able to speak to Council Officers about Wangaratta Planning Scheme Amendment C66 (Part 2) in an informal environment, prior to making a submission.

The Drop-In Information Session will be held Thursday 16 February 2017 between 3.30 pm to 6.00 pm at the Glenrowan Bakehouse and Cafe located at 34 Gladstone Street, Glenrowan.

Officers will be available to answer questions.  No appointment is necessary.

Submissions to Planning Scheme Amendment C66 (Part 2)

Submissions will be accepted until close of business on the concluding day of exhibition - 10 March 2017.

How to Make a Submission

All submissions should be in writing and contain the following:

  • A contact name.
  • Contact details (email preferred and/or address).
  • Contact telephone number.
  • The specific property or general area you are providing feedback about.
  • If you support the amendment or not (include reasons why/why not).
  • Any suggested changes that could be made to the amendment to better the outcome or satisfy any matters that you might be raising.
