OVENS STREET & KING GEORGE V GARDENS UPGRADE LANDSCAPE CONCEPT DESIGN

The Ovens Street and King George V Gardens Upgrade is one part of the CBD Masterplan.

The focus behind this Concept Design is to improve the quiet reflective spaces of King George V Gardens while respecting and reinforcing the heritage design of the park and aims to;

  • Ensure that King George V Gardens remain the CBD‚Äôs green centrepiece by protecting and supporting the importance of its botanic and civic roles in the community;
  • Future-proof its existing character;
  • Improve its facilities so it remains a much loved meeting spot and a comfortable green space for small events; and to
  • Improve its interface with Ovens Street and the Co-Store

REVIEW OF ROAD MANAGEMENT PLAN 2017

In accordance with Section 302 of the Road Management (General) Regulations 2005, the Rural City of Wangaratta gives notice of its intention to conduct a review of its Road Management Plan.

The purpose of the review is to assess current road management practices, including the inspection, maintenance and repair of all Council’s roads as listed in its Register of Public Roads, with consideration of Council’s resources and community expectations.

Notable changes to the RMP include changes to the road hierarchy with the addition of a fourth classification being Limited Access road. Another notable change is to the levels of service for maintenance management in relation to response times. In regards to path assets, the medium path classification has been removed from the hierarchy. Path assets are now classed as either ‚Äėhigh‚Äô or ‚Äėlow‚Äô.

REVIEW OF PROCUREMENT POLICY 2017

Council adopted a Procurement Policy in 2016 in compliance with section 186A (1) of the Local Government Act 1989 (the Act). Section 186A (7) of the Act requires Council to review its Procurement Policy at least once in each financial year, having regard to any guidelines made by the Minister with respect to form or content. Any changes arising from that review must be adopted by Council.

The proposed policy sets out the principles, processes and procedures that will apply to all purchases of goods, services and works made by Council. The proposed policy aims to achieve value for money and continuous improvement in the provision of services for the community.

REVIEW OF WASTE MANAGEMENT POLICY 2017

Each year, coinciding with the adoption of the revised Council fees and charges the Waste Charge Policy is updated to reflect the operational nature of the waste services that Council delivers. The policy itself sets out the services that will attract fees and charges for kerbside waste collection and waste received at Council’s waste sites. It also sets out the basis for any exemptions to these services and associated costs.

Any person wishing to make a submission to the review can do so in writing. Submissions must be received by close of business Friday 28 April 2017.

PROPOSED REVISION OF COMMUNITY AMENITY LOCAL LAW

Wangaratta Rural City Council intends to make a revised Local Law (replacing existing Local Law No 1 Community Amenity and Local Law No 3 Murray to Mountains Rail Trail).

The proposed revised Local Law No 1 of 2017 Community Amenity intends to:

  • Consolidate the continuing provisions of the existing Local Law No 1 and Local Law No 3, and will update and simplify the language and reorganise the structure of the local law document to current best standards;
  • Be consistent with similar local law provisions of other municipalities;
  • Cover some gaps to allow response to concerns of the public over amenity issues;
  • Review a limited number of infringement penalties; and
  • Be more comprehensive and reduce reliance on Local Law Policies for its implementation.

A Community Impact Statement has been prepared to inform the community about the proposed Local Law and to assist any member of the public who may wish to make a submission to Council.

Any person affected by the proposed Local Law may make a written submission relating to the proposed policy. Submissions will be received up to 5.00pm on Friday 28 April 2017.

How do I make my written submission?

In their written submission, a person may also request to be heard by a Committee of Council in support of their submission, prior to Council considering the proposal. Submitters will be notified before the relevant meeting date.
