NOTICE OF INTENTION TO SELL LAND

Wangaratta Rural City Council (the Council), gives notice under section 189 of the Local Government Act 1989 (the Act) of its intention to sell the land at Murrell Street, Wangaratta, being land contained in Lot A PS 304059 Volume 11492 Folio 960 CA 8B Sec 31 Parish of Wangaratta South TP 73922C Volume 10036 Folio 559 and shown as lots 1 to 11 on the plan below (the Land).

The proposal is that the sale of the Land be negotiated at a price no less than the market valuation.

Any person may make a submission on this proposal.

Any person wishing to make a submission must do so in writing by 17 November 2017. All submissions will be considered in accordance with section 223 of the Act.

NOTICE OF INTENTION TO LEASE LAND

Wangaratta Rural City Council (the Council), gives notice under section 190 of the Local Government Act 1989 (the Act) of its intention to lease the land at Handley Street, Wangaratta, being land contained in Crown Allotment 2018 Parish of Wangaratta North Volume 11582 Folio 487, shown as Lot 3 on the plan of subdivision PS739482H on the plan below (the Land).

The Land is located adjacent to the CFA and Victoria Police headquarters in the emergency services precinct.

The proposal is to lease the Land to the State Emergency Service (the SES) under the following terms and conditions:

  • Term ‚Äď 20 years with an option for a further 20 years
  • Rent - $1.00 per year
  • Costs -the SES to be responsible for all costs related to the proposed lease including :

-        legal costs in establishing and maintaining the lease

-        all planning permit and building permit costs related to the Land and future premises

-        all building costs including utility connections related to the future premises

-        all rates, taxes, outgoings (inclusive of electricity, gas, water, telephone charges rates and the fire levy) and maintenance costs related to the Land and future premises

-        $20m public liability insurance, noting Council’s interest

-        building insurance for the future premises

-        insurance for the tenants own property.

DRAFT ASSET MANAGEMENT STRATEGY

At the ordinary meeting of Council held on Tuesday 19 September 2017, Council resolved to place the Draft Asset Management Strategy on exhibition until close of business, Friday 20 October 2017.

The purpose of the Asset Management Strategy (AMS) is to outline direction and priorities for management of Council’s Infrastructure Assets. The AMS seeks to find a balance between:

  • Good asset management practice
  • Community expectations regarding the condition of Council assets
  • The financial capacity of Council to meet those expectations

DRAFT MUNICIPAL EMERGENCY MANAGEMENT PLAN

At the ordinary meeting of Council held on Tuesday 19 September 2017, Council resolved to place the Draft Municipal Emergency Management Plan on exhibition until close of business, Friday 20 October 2017.

The Wangaratta Municipal Emergency Management Plan (MEMP) guides municipal planning, response and recovery from emergency, disasters and disruptions.

The Wangaratta MEMP is reviewed on a three year basis and Council is seeking your input to the plan 2017 ‚Äď 2020.

How do I make my written submission?

In their written submission, a person may also request to be heard by a Committee of Council in support of their submission, prior to Council considering the proposal. Submitters will be notified before the relevant meeting date.
